
The vision for the African Empowerment and Development Association (AEDA) was conceived by Mr. Victor Elokan Ndando Ngoo, a seasoned Qualified Mental Health Professional and Prevention/Intervention Specialist trained in the United States of America. Born to a Cameroonian mother and a Nigerian father, Mr. Victor spent 33 years in the USA before deciding to give back to his country of birth, Cameroon. His experiences within the community highlighted the pressing need for community empowerment and sparked the idea of creating an Association like AEDA, which focuses on mental health advocacy and addresses Behavioral and Mental Health issues. After extensive research and discussions with knowledgeable individuals, the process of establishing the Association commenced. On August 9, 2021, AEDA was officially created, receiving Authorization No: 619/2021/DR/Cl9/SAAJP. Currently, AEDA is funded by its parent organization, NDANDO HOUSE TEXAS - U.S.A, and is committed to providing vocational training and resources to enhance mental health support in the community.

From its creation, AEDA has embarked on a national campaign to fight mental health diseases in Cameroon by conducting a feasibility study and establishing a plan of action focused on community empowerment. We believe that it is not sufficient to identify someone as 'crazy'. For a mental health label to be concluded, it must be supported with empirical data confirming the origin of the problem and the necessary treatment. AEDA’s campaign targets mostly the youth population and emphasizes education, vocational training, substance abuse, traditional practices, and the effects of civil strife in Cameroon. AEDA strongly believes that its use of therapeutic drama, focus group studies, interviews, as well as structured and unstructured questionnaires will demonstrate its commitment to mental health advocacy and overall mental wellness.
AEDA has consistently addressed critical gaps in the health and social services sector by developing impactful vocational training programs that promote community empowerment. One such initiative is the Vocational Training Institute - AEDA Mental Health (VTI-AEDA), established to tackle the shortage of professionals in Psychotherapy, Counseling, Case Management, and more. Officially authorized on 17th October 2022 by the Ministry of Employment and Vocational Training, VTI-AEDA offers six core programs: Psychotherapy, Psycho-Spiritual Counseling, Case Management, Counseling Education, Medical Secretary, and Marriage and Family Counseling. Classes began on 17th October 2023 with 7 trainees and grew to 11 by the end of the month, largely due to scholarships provided by AEDA, reinforcing its commitment to mental health advocacy.
AEDA’s most recent and dynamic initiative is the AEDA Ndando Health and Education Center (ANHEC), a community-rooted nursing and health education institution located in Mokunda, Limbe. ANHEC is designed to provide practical, high-quality training for aspiring health professionals, with a special focus on reaching underserved and crisis-affected communities. Together, VTI-AEDA and ANHEC reflect AEDA’s deep commitment to empowering young people through education, mental health, and healthcare training.

His upbringing in Cameroon, along with his subsequent years of early adulthood in the United States, fueled his passion for mental health advocacy within the global black community. Growing up without his parents for most of his early life had a profound impact on his mental health, affecting various aspects of his life. After attending the American HBCU, Prairie View A&M University, he was encouraged by his professors and peers to engage in activities that promoted Pan-Africanism, black civil rights, and community empowerment. Inspired by his own struggles with parental-induced mental health adversities, Victor Elokan Ndando-Ngoo established the TADI-AEDA collective. This organization not only reflects his commitment to mental health advocacy but also serves as a platform for vocational training, allowing him to give back to the communities that raised and educated him. Now, he provides support to individuals facing similar and diverse challenges.
